Texas Senate puts focus on property tax and serval elements. On Monday, Lt. Governor Dan Patrick published the Top 30 proposals for the Texas Senate to tackle during the current 88th legislative session. These bills address a variety of issues, including property tax reform, higher education, and children’s safety.

Patrick’s top initiatives include not just the state budget (SB1), but also popular measures to decrease the property tax burden on Texas landowners (SB4) and to use the state budget surplus to fund a raise for teachers (SB9) and offer pensioners a 13th check (SB10) (SB10).

Also on the list are some potentially contentious legislative measures to do away with tenure at public universities, outlaw diversity, equity, and inclusion hiring policies in higher education, and end the teaching of critical race theory in higher education (SB16) (SB18). The Texas Senate is also proposing new legislation (SB20 and SB21) that would make it easier to remove from office elected district attorneys and judges who violate state law.
On the lieutenant, the governor’s legislative wish list is measured to prevent minors from undergoing gender-affirming surgery (SB14), prevent minors from attending drag shows (SB12), and shield minors from “obscene materials” in public libraries (SB13).
Since just SB1 has been introduced thus far, we don’t know anything about it, or the other 29 bills, until they too are introduced in the legislature. “We have the backing of Texans, I think since our priorities are consistent with those of the state’s conservative majority. The majority will pass with support from both parties, “stated Patrick in an official statement.

The lieutenant governor usually reserves the first 30 bill numbers for his legislative priorities, but he said there were so many problems to solve this session that he could have increased the number to 50.
“Just because a bill does not make the priority list does not mean it is not a priority for me or the Senate. We will pass over 600 bills this session. As I like to say, every bill is a priority to someone, otherwise, we would not pass it,” Patrick said.
